Maybe because he's not the wolf-man? Maybe because the Hulk starts out as Banner then gains immense muscle and bone density, he'd still carry over much of Banner's features just as Captain America did when the super soldier serum changed him from the tiny weakling into the muscular acme of human anatomy?

The only reason that the Hulk and Banner don't look a like in the comic is because the artist don't take the time to render faces correctly. While Banner is consitently descrcibed as skinny and puny and the Hulks body is brutish and nethanderal like, they still share the same body on a genetic level, thus they should look somewhat similar almost like father and son or at least like family. So that is why the animators modeled Hulk's face of of Ruffalo's face. It makes sense particularly well because Ruffalo has a very square, squat face, doen't look like Bruce Banner. Mind you this is "fantasy" logic of course!

They should have used Steve Buscemi. He looks like the wierd scientist type!
