This is simply milking the franchise after they baled on the ending of the "Hannibal" movie.
If Harris wanted to keep the franchise going - continuing on from Hannibal and not writing this contradictory nonsense - he should have brought Will Graham out of retirement to chase the unusual combination of a pair of serial killers through a series of the world's exotic and highly cinematic locations. Of course the murderous couple turn out to be Lecter and his protegee, Starling.
In the end Graham captures Starling ( who after her trial ends up in Hannibal's old cell ) and Lecter escapes because true evil cannot be contained.
