I just described Michael Keaton's character "Carter Hayes", he plays this totally insane scam artist who rents an apartment from this young couple played by Melanie Griffith and Matthew Modine, they buy this worn out building and remodel it into a beautiful rental complex. Everything seems to be on track, they have a list of prospective tenants and their rental units are very sought after. Purchasing and remodeling the building is very costly as the couple find out, so in order to benefit from their investment renting out the units to financially viable tenants is a must.
Carter Hayes (Keaton) arrives in his Porsche 911, dressed in expensive clothes, cash payment for the apartment, etc... but things arent what they seem. Carter turns out to be a sick mo' fo', he does his own construction in the apartment, his references dont check out, he doesnt pay his rent, he has people staying at the apartment, he changes the locks on his door. And according to California Law, Carter can do all that without the police interfering....the last time I saw that much ineptitude from a police force , it was in my hometown, the police force here where I live are USELESS!!!!!
Anyhow...no one can help the couple. All they can do is spend more money on an attorney and wait until the court processes an eviction. In the meanwhile, the couple has to allow Carter to stay and do what he wants without paying a single cent, but when Carter starts scaring the other tenants out of the building , thats when trouble begins. The couple find themselves in a tough situation, their frustration grows and they find themselves on the verge of taking the "law" into their own hands.....
What will they do? How can they get rid of Carter Hayes? Why wont the police or anyone else help?...
This movie is directed well for the most part. Some scenes could have used more creativity I thought, but im no director.
Pacific Heights, a must see if you own any kind of property or are a landlord.
