Who Is More Faschist--the Bugs, or the Humans?

I'm not sure if Verhoeven was making a satire on the emerging military-industrial government, or whether he actually advocates this faschism. In any event, both the bugs and humans are fascists. The humans are ruledd by a military-business elite, and only soldiers can vote. The bugs are ruled by a super-intelligent "brain bug", very repulsive bu very smart. The brain bug likes to suck people's brains out of their skulls. The film has good special effects, but the message is troubling. Is it a warning of where our government is going, or an advocacy?
