An American naval intelligence officer travels to a corrupt, Japanese-occupied Shanghai four months before the attack on Pearl Harbor when he learns that a friend of his has been killed there. He is intent on finding out why the murder took place and who is responsible. While working on his investigation, he falls in love and discovers that his friend was involved with a much larger secret that his own government is hiding.
