Out of the Rain(1991)

Frank comes home for his brother's funeral after an apparent suicide. Finding some of the details of the death suspicious, Frank investigates and begins to think that his brother was actually murdered. As he learns about all kinds of local corruption, including narcotics activity involving both his brother and father, Frank finds himself tangled up in a mystery and among townspeople who want him to go home.
