We believed Sylvester Stallone as Rocky, confronting adversity, fighting his way to the top. But this Stallone - well, we know he is the good guy, because Wesley Snipes as Simon Phoenix is the bad guy. The time is 2031: LaLa Land is a multiplex city of the future, where everyone has a good day. Its a law. Sandra Bullock is a new age cop. Then there are the "Scraps" who live in the shadows, and are always hungry. Then there is Mr. Cocteau, mentor of the new age, built on the ashes of the earthquake of 2010. Both good guy Spartan and bad guy Phoenix are brought back from a kind of quick freeze limbo by the powers that be for reasons that are the plot. Despite much gunfire and explosions (this reviewer nodded through to the end): that plot is confused.
There are allusions classical and historical: Spartan (ancient Greece), Bullock's character Lenina (the revolutionist Lenin), and some right wing politics ("weak sisters"). A cut above the usual shoot-em-up. Written by Peter M. Lenkov, Robert Reneau, others; Directed by Marco Brambilla.
