Saigon, 1975. As Communist forces approach the city, US officials prepare to evacuate. In the chaos McKillop, an embassy official, risks everything to evacuate South Vietnamese refugees. Sharing his struggle is Ellen, a reporter with whom McKillop is having an affair. Among the Vietnamese trying to flee the city are Van Cao, an aging restaurant owner and Lan, a strong willed prostitute. Both soon realize that it is up to them to find a way out the city. As the Vietnamese struggle to escape, Peterson, an Australian, makes his way into the city to find his missing Vietnamese wife, while Carter, a young American, is trying to record every detail of this living hell handing out tape recorders to the refugees. As the final moments approach, the people of Saigon find themselves at the gates of the American Embassy clinging fore life. But in the chaos of the evacuation, no one is assured a way.
