A shrewd operator (Laszlo Szabo, star of several early Godard films) exploits the people in a Budapest rooming house. When it becomes known that the house will be torn down and rebuilt, he plots to enlarge his space by manipulating the other tenants - all the while portraying himself as an advocate of his fellow tenants' rights.
